What you can do is purchase the domain and them simply change the registrant to them. The registrant is the legal owner of the name for the duration of the purchase period. As long as ns1.dreamhost.com and ns2.dreamhost.com are name servers regardless of who the registrant is you will be able to host for them. The domain registration area of the control panel: https://panel.dreamhost.com/index.cgi?tree=domain.registration& Is where you would change the registration owner.
